How to break network monopolies in the energy sector?

The agreement on the three oldest atomic power stations between the nuclear electricity sector and the government risks shutting down the electricity market for a long time. If we want to give competition a chance in this key sector we need a completely new strategy. For that to happen, our government has to be convinced that balanced competition is crucial of our energy policy though.
